The Diploma in Packaging Technology (2023) is a groundbreaking educational initiative in Sri Lanka, representing the country’s first-ever program of its kind endorsed by the World Packaging Organization (WPO). Funded through a strategic cost-sharing model between the Ministry and employers, the program’s primary objective is to equip professionals with an advanced understanding of diverse packaging mediums—including paper, corrugated materials, metals, plastics, and polythene—while firmly aligning industry practices with the principles of a circular economy. The immediate outcome of this comprehensive training is a highly skilled cohort of specialists capable of applying advanced packaging solutions across critical sectors such as food, spices, milk, beverages, pharmaceuticals, cosmetics, coir, and garments. In terms of impact, the diploma modernizes Sri Lanka’s industrial landscape by embedding sustainable, eco-friendly methodologies directly into supply chains, thereby reducing environmental waste and boosting international competitiveness. Ultimately, the benefits extend to both employers and the nation, as businesses gain enhanced product preservation and reduced material costs, while the country enjoys robust economic growth driven by world-class, export-ready packaging standards.
Course Conduction 2023
The course was conducted over a period of 26 Saturdays, and 29 participants completed the training program successfully. In 2022, the total cost of the course was Rs. 3.43 million, and the Ministry’s 50% cost-sharing contribution was Rs. 1.71 million.
The Industrial Productivity, Market Competitiveness and Sustainability Improvement Programme (ISO Programme) is a strategic national initiative implemented by the Ministry of Industry to support local enterprises across all industrial sectors in obtaining crucial international quality benchmarks, including ISO 9001, ISO 22000, ISO 14001, and ISO 50001 certifications. The primary objectives of this program are to encourage local manufacturers to integrate international standards into their workflows, thereby enhancing their competitiveness in the global market and promoting operational sustainability. By fostering a culture of high production quality and regulatory excellence, the program aims to streamline manufacturing processes and minimise resource waste.These systematic improvements are intended to significantly increase the manufacturing sector’s contribution to the Gross Domestic Product (GDP), resulting in measurable, long-term commercial benefits and economic growth for local industries.SO Programme
Operational mechanism
This island-wide programme has supported 65 Small and Medium Enterprises (MSMEs). Interviews are conducted to select the industries for the program. Selected industries implement the ISO certification process and are certified by the Certification body accredited by the Sri Lanka Accreditation Board. Each industry that completes the program can reimburse the total certification cost, up to a maximum of Rs 300,000 (including the consultancy fee), upon submission of their certificates to the Ministry.

The Good Manufacturing Practices (GMP) Programme, conducted by the Ministry, is a vital initiative designed to support Micro, Small, and Medium Enterprises (MSMEs) to obtain certification and upgrading their production process. By fostering strict compliance with global quality and hygiene metrics, the programme helps small-scale food processors systematically enhance their manufacturing lines. The primary benefits include a significant boost in operational productivity, minimized production waste, and a stronger market reputation that builds consumer trust. This initiative drives impactful outcomes by flooding the market with safe, high-quality, and hygienic food products while embedding a lasting culture of rigorous health standards within the SME sector.
Operational mechanism
This island-wide initiative will support 50 Micro, small, and medium enterprises (MSMEs). Interviews will be held to select industries. The selected industries will implement Good Manufacturing Practices (GMP) and obtain certification from the Sri Lanka Standards Institution (SLSI) or a nominated accrediting body upon completing the process. Once certified, these industries will be reimbursed for the cost of the GMP certificate up to a maximum of Rs. 100,000.00

The Certificate Course in Packaging Technology, jointly conducted by the Sri Lanka Institute of Packaging and the Ministry of Industries, is a comprehensive program designed to modernise local manufacturing through advanced packaging practices. Covered on a 50:50 cost-sharing basis between the Ministry and employers, the course equips participants with vital expertise across diverse packaging mediums, including paper, corrugated material, glass, plastic, metal, and sustainable solutions. Its primary objective is to build professional capacity within the industrial workforce, ensuring local products meet both global standards and evolving environmental regulations. As a direct outcome, graduates gain actionable skills to optimise packaging design, improve supply chain efficiency, and reduce waste. Ultimately, this initiative drives a significant national impact by boosting the export competitiveness of Sri Lankan goods, reducing industrial carbon footprints through eco-friendly practices, and fostering economic growth through a highly skilled, industry-ready workforce.
Course Conduction 2022
The training course 2022 was successfully conducted over 12 Saturdays. The total expenditure for the program was Rs. 1.86 million, and the Ministry’s 50% cost-sharing contribution was Rs. 0.93 million. The program achieved its educational objectives, and 24 participants completed the course.
Course Conduction 2024
The 2024 course was extended to 14 Saturdays. The total cost of this extended program was Rs. 2.46 million, and the Ministry’s contribution was Rs. 1.23 million. The course reported an increase in both enrollment and graduation rates, with 28 participants successfully completing the training.
The Lankapak Exhibition is conducted by the Sri Lanka Institute of Packaging with strategic Ministry support to unite the entire packaging fraternity, including international companies, under one roof. The event specifically aimed to enhance and develop the Sri Lankan packaging industry by introducing global advancements happening within the sector. Furthermore, it focused on fostering knowledge transfer to deliver beneficial outcomes and a lasting positive impact for both the industry and the country.
2019
The LankaPak Exhibition was held successfully from 11 to 13 September 2019, at the Bandaranaike Memorial International Conference Hall (BMICH). The event featured a total of 150 exhibition stalls, which included 100 local and 50 international exhibitors. Over the course of the three-day event, the exhibition attracted a robust turnout of more than 2,500 visitors, highlighting its success as a key platform for industry networking and engagement.
2021
The Lankapak Exhibition was successfully held on 12, 13 and 14 February 2021, at the Bandaranaike Memorial International Conference Hall (BMICH). After the COVID-19 pandemic, the exhibition was held adhering to the health guidelines.
2022
Lankapack Exhibition was successfully held at the Bandaranaike Memorial International Conference Hall (BMICH) on 18, 19 and 20 February 2022. The exhibition featured 60 exhibition booths. The three-day exhibition attracted around 6500 visitors and around 100 participants in the Packaging Conference, highlighting its success as a major platform for industry networking and participation

The LankaPak Exhibition was successfully held on 26th, 27th and 28th of October 2023, at the Bandaranaike Memorial International Conference Hall (BMICH). The event featured a total of 80 exhibition stalls. Over the course of the three-day event, the exhibition attracted around 8000 visitors.

2025
The LankaPak Exhibition was held successfully on 23rd, 24th and 25th of October 2025, at the Bandaranaike Memorial International Conference Hall (BMICH). The event featured a total of 155 exhibition stalls, including 12 international stalls. Over the course of the three-day event, the exhibition attracted around 3500 visitors.
The Profood and Propack Exhibition, organized by the Sri Lanka Food Processors’ Association (SLFPA) and strategically supported by the Ministry of Industry, successfully serves as Sri Lanka’s premier platform for the processed food, packaging, and agribusiness sectors. A key outcome of this collaboration is the establishment of a Special SME Pavilion, which operates on a 50% cost-sharing basis to directly lower entry barriers for micro, small, and medium enterprises. Acting as an extensive supply chain system, this major trade event unites stakeholders from all sectors, from agricultural producers to packaging manufacturers, to develop strategic partnerships, enhance operational efficiency and explore global investments. Furthermore, the exhibition functions as an invaluable knowledge hub where professional education, intellectual debate and sharing of technical intelligence accelerate the innovation industry and modernizes local food technology. Ultimately, by communicating Sri Lanka’s diverse capabilities to an international audience, the event successfully attracts global buyers and suppliers, ensuring long-term competitiveness and economic growth.

This steady funding allowed organizers to host 300 diverse exhibition stalls, showcasing a wide array of industrial innovations and products. The robust scale of the event successfully targeted an impressive turnout of 25,000 to 30,000 visitors, significantly boosting market engagement and industry networking.

In the current Sri Lankan scenario, local industries struggle with soaring resource and energy expenses, leading to diminished competitiveness. To counter this challenge, the adoption of Resource Efficiency and Cleaner Production (RECP) practices emerges as a viable and practical solution.
The Ministry of Industries and Entrepreneurship Development in collaboration with National Cleaner Production Centre, Sri Lanka (NCPCSL) envisages conducting Resource Efficient Cleaner Production (RECP) Assessments and Capacity Building Training for selected local Industries to ensure sustainable use of energy, water, material consumption and waste management, offer benefits to the Industries by improving business branding, cost savings, improvements in working conditions and environmental performance.

For Industry 4.0 RFP:
The Ministry of Industry and Entrepreneurship Development (MIED), partnering with the Information and Communication Technology Agency (ICTA), aims to advance towards a technology-driven industrial base by adopting Industry 4.0 and 5.0 practices. Central to this effort is a National Industry 4.0/5.0 Maturity Model to assess local industry readiness and guide phased adoption of advanced technologies and human-centric innovation. To implement this model, a consultancy firm will be hired to conduct preliminary research, stakeholder analysis, and prepare procurement, bid, and evaluation documents for selecting a suitable local or international consulting firm/organization.
For SME Platform:
The Ministry of Industry and Entrepreneurship Development (MIED), partnering with the Information and Communication Technology Agency (ICTA), aims to transform the national SME support ecosystem digitally, to foster export-oriented, sustainable businesses. For the same, a consultancy firm will be hired to define the strategic and technical foundation for a Digital SME Enablement Platform, incorporating entrepreneurship-driven education and strategic components for SME development, and deliver reengineered processes with a procurement package to support the selection and onboarding of implementation service consultants/providers.
The “National Program for Developing 1000 Entrepreneurs” is an innovative initiative aimed at empowering the SME sector in Sri Lanka by enhancing the knowledge, skills, productivity, and export capacity of entrepreneurs thereby contributing to the strengthening of the national economy. This program is being implemented by the Ministry of Industry and Entrepreneur Development in collaboration with the National Productivity Secretariat. It was successfully piloted in the Gampaha District, where 100 entrepreneurs were developed through targeted training, consultancy, and productivity tools. Based on the remarkable success of this pilot phase, a decision was made to scale the program across the entire island. Accordingly, the first phase of the national rollout will commence in 17 districts in 2025, with the remaining 8 districts scheduled to launch by mid-2026. Through this program, entrepreneurs will receive consultancy support, training, and essential resources to grow their businesses sustainably—contributing to national development, employment generation, and increased export income.
Ministry of Industries is organising an awareness forum related to Sri Lanka- Thailand FTA on “Exploring opportunities and implications of the Sri Lanka-Thailand Free Trade Agreement” to be held on 29 February 2024 at 9.00 am-12.30 pm at Post Graduate Institute of Management in collaboration with the Department of Commerce and Export Development Board for the benefit of the Sri Lankan manufacturing Industries and exporters.

The importers who are willing to bring down the industrial raw materials from India for manufacturing operations under the Indian Credit Line (ICL) are kindly requested to adhere to the following procedures. Further, the “Country of Origin” of the raw materials which are going to be imported under the ICL should be India.
Step 01 Obtain an affidavit from the Indian supplier on receiving the last payments in Indian Rupees (Form D1) and have to get the Performa Invoice/s for your immediate requirement (for one or two-month requirement).
Step 02 Fill out the google form relevant to the Ministry of Industries for further evaluation through the link:
Step 03 The Ministry of Industries will allocate a reasonable quota according to your invoice value to import industrial raw material for manufacturing under this line of credit after reviewing the applications/google form.
Step 04 This Ministry will inform the confirmation of allocation at the earliest.
Step 05 Collect the confirmation letter from the Ministry of Industries

- Copies of IEC, PAN and GST Registration details – Certified by the company secretary/ a director/ partner/ a lawyer.
- List of Board of Directors with their complete designation in case of nominee Directors – Certified by the company secretary
- The beneficial ownership with respective shareholding and nationality of shareholders of the JV Member (in case of a JV) – Certified by the company secretary or a director
- A copy (self-attested on all pages) of Power of Attorney in favour of the person who has been authorized, through an appropriate Company Board Resolution or equivalent document, to sign on behalf of the Applicant – Certified by the company secretary/ a director/ a partner/ a lawyer.
- Financial Status & Capacity, certified by the Statutory Auditors of the company/firm
- Details of non-performed export contracts, if any
- Copy of necessary Certificates regarding safety from relevant agencies in India such as the Food Safety and Standards Authority of India (FSSAI) in case of food items; Drugs Controller General of India (DCGI) in case of medicines etc (wherever applicable) – Certified by the company secretary/ a director/ a partner/ a lawyer
Step 07 All the documents submitted to the ICLFCU will be sent to the Indian High Commission (IHC) and State Bank of India (SBI) for verification and approval.
Step 08 ICLFCU will issue a payment settling confirmation letter after the IHC and SBI grant the approval
Step 09 Submit the details of your address, bank name where LC is going to be opened, bank branch and the bank address of the importer to ICLFCU once you receive the payment settling confirmation from the Treasury
Step 10 ICLFCU will facilitate to open a LC or DP
Step 11 Once your consignment arrives at Sri Lanka Port under the ICL scheme, you have to submit the following details to ICLFCU
- Indian Financial System Code pertaining to the Exporter Bank
- The certificate of the Country of Origin
- Exporter Bank and address
Step 12 On behalf of you, SBI will pay the money to the exporter
