More than 80% of Industries in Sri Lanka are located in the Western and North Western provinces. Due to this there is congestion in these areas and to avoid this situation, it was introduced 300 Industries in Divisional Secretary Divisions with the objective of generate more employment in rural areas through Industrial Development which was spelt out in the “Mahinda Chinthana” policy statement.


According to our Ministry of Industrial Development initiated the “Gamata Karmantha” programme largely the Industrial progress in rural areas, on the 10th of March 2006 under the patronage of his Excellency the President Mahinda Rajapaksa under this programme. Tax concessions under the Inland Revenue Act would be granted for Industries established outside the Colombo and Gampaha Districts in keeping with the following conditions.

Furthermore Industries which are currently located in Colombo and Gampaha Districts would be granted Tax concessions to be re-located outside those two Districts if they fulfill the relevant conditions.

Already, the Ministry is maintaining a data bank of lands which have suitable infrastructure facilities to set up factories in various parts of the Island. The relevant details requesting the lands been obtained from Divisional Secretaries throughout the Island. Arrangements have been made to enlighten the general public and the Investors regarding the “Gamata Karmantha” Project through various advertisements and the Ministry has already received a large number of applications.
